Buying a Car in Germany as a Foreigner: Complete 2026 Guide

Germany is one of the most attractive places in Europe to buy a car.

From Porsche, Mercedes-AMG and BMW to collector vehicles and everyday cars, the German market offers an enormous selection of vehicles through authorized dealerships, independent dealers and private sellers.

But international buyers usually have a more important question than simply: Can I buy a car in Germany? The real question is: Can I buy the car in Germany, register it in my own name and use it in Europe even though I do not live in Germany?

In many cases, the answer may be yes. However, buying the car and registering it are two separate processes. Vehicle documentation, insurance, TÜV requirements, tax arrangements and the buyer's individual circumstances all have to be considered. This guide explains how the process works and how GermanCarRegistration assists international vehicle owners.

Can a Foreigner Buy a Car in Germany?

Yes.

Foreign nationality or a foreign residential address does not generally prevent you from purchasing a vehicle in Germany. You can purchase a vehicle from an authorized manufacturer dealership, an independent German car dealer, a private seller, or a specialist or collector-car dealer.

GermanCarRegistration does not sell vehicles and does not receive a commission from the vehicle you choose. You select and purchase your own vehicle. Can You Buy a Car in Germany Without German Residency?

Buying the vehicle itself and obtaining German registration should not be confused. A foreign buyer can purchase a German vehicle using their real name and foreign residential address.

For example, John Smith from Miami, Florida, United States, can purchase a Porsche from a German dealership without becoming a German resident simply because he purchased the vehicle. The more complicated question is what happens after the purchase. If John wants permanent German registration rather than simply temporary export plates, the registration requirements have to be reviewed separately.

Can a Non-Resident Register a Car in Germany?

German vehicle-registration law provides mechanisms for vehicle holders who do not have a German residence, including the use of an authorized recipient in Germany where required. The individual case still matters, including the competent registration authority, the vehicle's documentation and its circumstances of use.

GermanCarRegistration assists eligible international customers through this process. The customer can remain the registered vehicle holder under their own foreign address. GermanCarRegistration does not have to purchase the vehicle, own the vehicle or become an intermediary owner simply to provide the correspondence service.

If his registration case qualifies, John can be entered as the holder using his actual foreign address. GermanCarRegistration acts as the German correspondence contact where required. That means official correspondence sent through the German system can be received and forwarded to the customer. The vehicle is not transferred into the ownership of GermanCarRegistration as part of this service.

How Buying and Registering a Car in Germany Works

The process can be divided into several stages.

Step 1 — Find Your Vehicle

The customer chooses the vehicle independently: a Porsche 911, Porsche GT3 / GT3 RS, Mercedes-AMG, BMW M, Ferrari, Lamborghini, Bentley, Rolls-Royce, Range Rover — or a normal passenger vehicle.

GermanCarRegistration does not give investment or purchasing recommendations. However, customers can send us a vehicle they are considering and ask us to check whether there are obvious registration considerations before proceeding.

Step 2 — Check the VIN and Vehicle Documentation

Before transferring a significant amount of money, the buyer should verify the vehicle and its documentation. At minimum, check the VIN (Vehicle Identification Number) and make sure it matches the relevant vehicle documentation. When buying from an established German dealership, much of the documentation is normally already organized, but buyers should still perform their own due diligence.

For registration, documentation can be just as important as the vehicle itself. Depending on the case, relevant documents may include the purchase contract or invoice, the CoC / Certificate of Conformity, German or foreign registration documents, proof of ownership, technical documentation, valid inspection documentation and identification documents. A CoC is especially useful for vehicles with European type approval because it can simplify the registration process.

Step 3 — Complete the Purchase

The buyer purchases the vehicle directly from the seller. GermanCarRegistration does not need to become the buyer. The purchase agreement can therefore remain between the customer and the vehicle seller.

For high-value transactions, buyers should also expect dealerships to conduct compliance checks. Depending on the transaction, dealership and payment structure, the seller may request additional information regarding identity, source of funds, payment origin, buyer details and compliance documentation. This is particularly relevant when purchasing expensive vehicles internationally. A customer buying a €150,000 Porsche, Ferrari or Lamborghini should therefore not assume that transferring the purchase price will always be as simple as making an ordinary consumer payment.

Do You Need to Bring the Car to GermanCarRegistration?

Not necessarily. This depends heavily on the vehicle.

Newer Vehicles With Complete Documentation

In our current workflow, many vehicles from 2023 or newer with suitable documentation can often be processed primarily through their documents without first transporting the vehicle to us. For example, if an eligible vehicle has the appropriate CoC and registration documentation, the documents may be sufficient for the initial processing. This is an operational assessment rather than a general German legal rule. Every vehicle is checked individually.

If the dealer agrees, the vehicle may remain at the dealership while registration documents are processed. Following successful registration, the plates can then be used to collect the vehicle.

Older or Foreign Vehicles

Foreign vehicles, particularly older vehicles, can require additional technical inspection. In our workflow, an older vehicle coming from abroad may need to be physically brought to us so that the necessary German technical inspection can be arranged. Customers who need to transport a vehicle to us can arrange transportation themselves. If required, we can also help coordinate a transport company.

What About US-Spec or Dubai/GCC-Spec Cars?

These vehicles require individual assessment. A US-spec Ferrari, Dubai-spec Lamborghini or other vehicle originally manufactured for a non-European market cannot responsibly be given a blanket registration promise based only on the make and model.

The vehicle may have:

  • different lighting
  • different emissions specifications
  • different technical approval
  • no European CoC
  • modified components
  • different documentation

German registration requirements and TÜV compliance therefore have to be checked for the individual vehicle. The same applies to heavily modified vehicles. Before transporting an expensive non-EU vehicle to Germany, we recommend sending us the available vehicle documentation for an individual assessment.

Does the Vehicle Need TÜV?

A valid technical inspection can be important for German registration. If you purchase a vehicle that is already registered in Germany from an established dealership, it will often already have a valid inspection. If not, a technical inspection may have to be arranged. GermanCarRegistration can coordinate this where required. Our current inspection service fee is €200.

For foreign vehicles, the technical situation can be more complicated. Vehicles without European type approval or suitable documentation may require additional technical assessment or documentation beyond an ordinary inspection. This is calculated individually.

What Documents Does the Customer Need?

Exact requirements depend on the applicant and vehicle. Typical documents can include:

  • passport or national identity document
  • purchase invoice or purchase agreement
  • vehicle registration documents
  • CoC where available
  • foreign vehicle papers where applicable
  • proof of valid technical inspection where required
  • insurance confirmation
  • SEPA bank details for German vehicle tax
  • authorization documents

When we represent a customer during the process, appropriate authorization and identity documentation is required. Depending on the case, this may involve notarized or certified documentation. Alternatively, some procedures may require original identity documentation to be provided. We tell the customer what is required before submission.

How Does German Registration Work Without a German Home Address?

This is one of the most important differences between simply buying a German vehicle and registering it. An eligible foreign customer may be registered using their actual foreign address. Where a German authorized recipient is required, GermanCarRegistration can provide the correspondence function.

The customer therefore does not need to become the owner of a German company or transfer their vehicle to a third-party company simply for our service. German vehicle-registration regulations expressly recognize an authorized recipient mechanism for certain holders without a German residence. The exact requirements must still be assessed for the individual case.

What Does the Correspondence Address Do?

The correspondence service exists to handle relevant German administrative communication. For example, if official correspondence concerning the registered vehicle is sent to us, we receive it and forward it to the customer. That can include administrative letters, vehicle-related notices, traffic-related correspondence and penalty notices. Where appropriate, correspondence is digitally forwarded to the customer, for example through WhatsApp. The correspondence service does not mean that GermanCarRegistration owns the vehicle.

German Vehicle Insurance for Foreign Customers

German vehicle insurance is required before the vehicle can be registered. Insurance is priced individually. There is no responsible way to quote one universal price because insurers can consider factors such as the driver's age, driving history, how long the customer has held a licence, vehicle model, vehicle value, annual mileage, intended use and desired coverage.

Customers can choose between different levels of coverage depending on availability and circumstances. For expensive vehicles, we generally recommend considering comprehensive coverage rather than selecting insurance only according to the lowest possible premium. A €120,000 Porsche naturally creates a different insurance situation from a €20,000 passenger vehicle. An individual insurance quotation is therefore prepared for the customer.

German Vehicle Tax

German vehicle tax is also vehicle-specific. For modern combustion-engine passenger cars, German vehicle tax is generally calculated using factors including engine displacement and CO₂ emissions, with the applicable system also depending on the vehicle's first-registration date. The customer therefore receives a vehicle-specific figure rather than a generic estimate.

A SEPA direct-debit mandate is normally used for German vehicle tax. Foreign SEPA accounts can in principle be used; the account does not necessarily have to begin with a German DE IBAN. For our international customers, suitable European/SEPA banking arrangements therefore need to be available.

How Much Does GermanCarRegistration Cost?

Our current service structure is designed to be straightforward. You can also see the full breakdown on our pricing page.

  • One-time registration setup: €500 once — this covers the initial GermanCarRegistration setup/service.
  • Correspondence address: €1,188 per year — this provides the ongoing correspondence arrangement. It renews annually while the service remains active.
  • Foreign vehicle paper processing: €400 one-time paper change fee for applicable vehicles coming with foreign documentation. This is not an annual charge.
  • TÜV / inspection: €200 where our standard inspection service is required. More complex vehicles, particularly non-EU specification vehicles, can require additional individual work.
  • Vehicle storage during registration: free of charge. If the vehicle remains with us after registration has been completed: €250 per month.
  • Transportation: calculated separately. The customer can arrange their own transporter or request assistance coordinating transportation.
  • Insurance and German vehicle tax: separate and dependent on the individual customer and vehicle.

How Long Does German Registration Take?

We do not promise artificial registration times such as "Guaranteed in 48 hours." Once the required documentation has been prepared, the registration application is submitted to the relevant German authority. The authority controls its own processing time. Once submitted, we cannot force a government department to process one individual case faster.

Processing can therefore vary depending on authority workload, vehicle documentation, origin of the vehicle, technical issues, whether additional information is requested and individual case complexity. Our responsibility is to prepare the case correctly and move it forward as efficiently as possible.

Can the Customer Complete Everything Without Coming to Germany?

In suitable cases, much of the process can be handled remotely. The customer may not have to personally travel to Germany simply to complete the administrative registration procedure. For example: the customer finds a vehicle at a German dealer, purchases it directly, provides the required documents, GermanCarRegistration prepares the registration process, insurance and tax arrangements are established, the registration application is submitted, and following successful registration, German documents and number plates are issued. The customer can then collect or arrange collection of the vehicle.

Whether the vehicle itself needs to be physically presented depends on its documents, origin and technical situation.

What Does the Customer Receive After Registration?

Following successful German registration, the customer receives the normal German vehicle-registration documentation, including the Zulassungsbescheinigung Teil I and, as applicable to the registration, the Zulassungsbescheinigung Teil II. The customer also receives the German number plates. Once the vehicle is properly registered, insured and road-legal, it can be used for international travel subject to the rules applicable in the countries concerned.

Can I Drive a German-Registered Car Around Europe?

German compulsory motor insurance provides cross-border protection within the EU under European motor-insurance rules. German-registered vehicles are also commonly driven internationally, including destinations such as Switzerland, Norway and the United Kingdom, subject to valid insurance and the applicable entry and vehicle requirements.

However, an important distinction must be made: being allowed to drive through or temporarily use a German-registered vehicle in another country is not the same as being entitled to keep and use it there permanently without local obligations. The country in which you live or keep the vehicle may have its own rules relating to registration, vehicle tax, import status, customs, insurance and permanent vehicle location.

For example, EU rules on vehicle registration are not fully harmonized, and individual countries can impose their own registration and taxation requirements when a vehicle is habitually used there. Should You Buy From a Dealer or Private Seller?

GermanCarRegistration does not tell customers which car they should buy or which seller they should use. The vehicle search remains the customer's decision. For buyers searching from abroad, commonly used marketplaces include mobile.de and AutoScout24. Whether buying privately or through a dealership, verify the vehicle's identity, documentation and purchase conditions before transferring funds. Should You Contact GermanCarRegistration Before or After Buying?

Either is possible. If you already purchased the vehicle, we can assess the registration process based on the vehicle you own. If you have not purchased it yet, you can send us the vehicle details first. This can be particularly useful for US imports, UAE / Dubai vehicles, non-EU vehicles, unusual specifications, cars without a CoC, modified vehicles, collector vehicles and vehicles with incomplete foreign documentation. We can then tell you whether additional registration or technical considerations are likely before you proceed.

Example: US Resident Buying a Porsche in Germany

Consider a customer living in Miami who finds a Porsche 911 at a German dealership. The process could look like this:

  1. Vehicle selection. The customer finds the Porsche through a German dealership or marketplace.
  2. Purchase. He purchases the vehicle directly. GermanCarRegistration does not purchase the Porsche on his behalf.
  3. Documentation. The relevant vehicle documents, purchase documentation and customer identification are collected.
  4. Registration assessment. We check what is required for that particular Porsche and customer.
  5. Insurance. Appropriate German insurance is arranged according to the customer's individual profile and desired coverage.
  6. German vehicle tax. The required SEPA arrangement is established.
  7. Correspondence arrangement. Where required for the registration case, GermanCarRegistration acts as the German authorized recipient.
  8. Registration. The application is submitted to the competent registration authority.
  9. German documents and plates. Following successful registration, the customer receives the relevant German registration documents and German number plates.

He remains the customer using and controlling his own vehicle; GermanCarRegistration's role is administrative and correspondence-related.
