You found a Porsche, Mercedes-Benz, BMW, Ferrari or collector car already located in Germany. For most US clients this is the most straightforward route: the vehicle is already EU-specification and German paperwork exists.
You live in the United States, travel to Europe regularly and want your own vehicle available between trips instead of renting. The car stays in Germany, insured and registered, ready when you land.
The vehicle is physically shipped from the United States. Customs clearance, technical review and — where required — TÜV or §21 individual approval become part of the process before registration.
The ordinary registration process assumes that the keeper of the vehicle lives in Germany. German registration regulations, however, also address applicants who do not maintain a German residence, registered office or establishment. Where that applies, an authorised German recipient (Empfangsbevollmächtigter) for official correspondence can form part of the administrative structure, and the responsible Zulassungsstelle is determined accordingly.

For Americans who simply want a European vehicle to use in Europe, purchasing an EU-specification car already located in Europe will usually result in a considerably simpler registration process.
The typical pattern: you fly into Germany, collect your own vehicle, drive it across Europe for a few weeks, return it to Germany and leave it in storage until the next trip.
German registration does not override another country's local tax, residency or vehicle-use rules. Local rules may apply depending on where the owner resides and where the vehicle is primarily used.
